My experience and personal tips:

It is hard to get into the towers. However, you can stay on the square to admire this massive architecture. The square is also really crowded : just make a break and look at the people !

How getting there:

Metro Linea 1 / 2 : Capitollo / El Silencio. Then walk 5 minutes.

This part of the Caracas Centro is ok, but not so safe : that’s why you should take a taxi. Do not go there at night.
